FRSC Lagos Special Marshals Elect, Dr Dennis Olabisi As State Coordinator

Dr Dennis Olabisi, yesterday – July 19, 2025, elected as the Lagos State Coordinator for the Special Marshals of Federal Road Safety Corps (FRSC) in Lagos.
This free, fair and credible elections took place at FRSC Lagos Sector Command’s Parade Ground in Ojodu.
The elections were strictly monitored and supervised by the Electoral Committee headed by Sector Commander, CC Ganiyu Kehinde Hamzat; Zonal Coordinator of SM, Elder Solomon Adeniyi; Representatives of Zone RS2.1 Commander, Chief Route Commander (CRC) Olukayode Ayoola; Zonal Legal Officer, Deputy Corps Commander (DCC) Bonaventure Nnamani; Lagos Sector Head, Special Duties & External Relations, CRC Paul Abiti, DCC Emmanuel Obi; Immediate Past State Coordinator of Lagos SM, Pastor Olusegun Akintan, his Deputy, Olalekan Kuku and Sector Intelligence Officer, Senior Route Commander, Julius Osakwua.
Dr. Olabisi elected with other executives officers which includes: Deputy State Coordinator, Tokulah Joseph; Secretary, Joann Otaru; Assistant Secretary, Ojabulu Ezekiel; Treasurer, Adeyemi Janet; Financial Secretary, Kehinde Afolabi; Auditor, Erhabor John; Public Enlightenment Officer, Taiwo Okuwafunmibi; Welfare, Akeem Yusuf and Provost, Othniel John-Obi.
The executives were to supervised the activities of Lagos Special Marshals across over 100 units for the period of two years. He took the baton of leadership from Pastor Olusegun Akintan having completed his tenure as state’s coordinator.
Dr Olabisi, being his passionate for safer road joined the leading road traffic management decades ago. He has served in different capacities which includes – Coordination of Safeway Special Marshal Unit 82 for the Periods of 8 Years ( 2013 – 2021); Appearance of Safeway Unit’s picture in the First Calendar to be produced by the administration of late SM Olusola Olojede in 2017 as a result of the performance of the unit in the state; Successful Manpower Training for Babcock University Staff – 2014; Member of RS2. 1, Lagos Special Marshals Advocacy Committee -2016 till 2021; Secretary for RS2. 1, Lagos Special Marshals Media Committee- 2016 till 2021; Member of Lagos State Special Marshals Sectoral Workshop Planning Committee – 2018; Member of Lagos State Special Marshals Sectoral Workshop Planning Committee – 2021; Member of Planning Committee for the Special Marshals Zonal Workshop Held in Ogun State – 2022; Member of Lagos State Special Marshals Sectoral Workshop Planning Committee – 2023; Planning Committee Member for the Special Marshals Zonal Workshop Held in Lagos State – 2024 and former Assistant Zonal Secretary for Lagos and Ogun States respectively for the Volunteer Arm of the Federal Road Safety Corps in Nigeria) – 2021-2025 among others.
The Sector Commander, CC Hamzat while congratulating the newly elected executives, lauded Special Marshals for their dedicated support to the Corps, noting that unwavering support has gone a long way in improving road safety and traffic management nationwide.
“The Special Marshals, as volunteers, play a crucial role in assisting the FRSC, and their contributions have been acknowledged as vital for the organization’s success.
“The Corps is expected all the Special Marshals to work in peace and harmony with Regular Marshals to enhance road safety and effective service delivery. The Corps is expected the newly elected executives to work together in unity, peace, different innovative and ideas that can make their tenure more successful.
In his opening speech, the Immediate Past State Coordinator, Pastor Akintan, said: “As I stand before you today, marking the end of my tenure and other outgoing excos of RS2.1 Special Marshals, I’m filled with a mix of emotions – gratitude, pride, and a sense of accomplishment. It’s been an honor to lead this team and work alongside each of you, united by our shared passion for making a difference.
“Over the years, we’ve achieved milestones that once seemed impossible. We’ve grown, adapted, and innovated, always putting our mission at the forefront of everything we do. From expanding our numbers to developing groundbreaking programs and projects, every step we’ve taken has been guided by our commitment to [briefly mention the organization’s mission).
“I want to express my deepest gratitude to our colleagues, whose selflessness and dedication have been our backbone . Your time, energy, sacrifices, finances and compassion have transformed Lagos state special marshals and by extension federal road safety corps. To our regulars that we had the privilege of working alongside some of the most talented, passionate individuals, this administration had worked with amiable sector commanders like, ACM Olusegun Ogungbemide a highly supportive personnel and lover of special marshals, CC Babatunde Farinloye (rtd) Lagos special marshals will never forget your fatherly role in paving ways for what we call secretariat today, we shall forever be grateful to you, CC Davou (rtd) a listening leader, who for the few months spent with us looks like many years. and finally my amiable sector commander, though we started with him on a very rough road, but today its sweet and greater and lovely to work with him, however, the great harmonious working environment had been secured I wish the incoming jealously guide it.
“To our Fathers, partners and supporters, thank you for believing in us and standing with us through thick and thin. Your trust and collaboration have enabled us to achieve far more than we ever could have on our own. I will like to mention some achievements and contributions made under my leadership as the State Coordinator of Special Marshals in Lagos State. My tenure has been marked by outstanding initiatives and reforms that have significantly enhanced the operations, welfare, and efficiency of Special Marshals in the state. The projects are too numerous but we shall mention but few;
KEY ACHIEVEMENTS
Successfully cleared the backlog of kits ( over 400 pieces) and kitting of all the New Special Marshals in the State by ensuring that Special Marshals were well-equipped for their duties.
INFRASTRUCTURAL DEVELOPMENT:
* Periodical paintings of the Sector Command Buildings, quarter guard, etc to meet the standard befitting an operational and administrative facility.
* Changing of the windows at the Sector Command from old window pane to modern aluminum windows.
* Installation of Canopy at the entrance to the Sector command
* Collaboration with Ojodu Special Marshals units towards bore hole digging at the Sector Command
* Coordinating the befitting building of Sector commander’s office by Axella company through Axella special marshal units.
* Renovation and Tiling of Sector PEO’s Office
* Installation of 10kva inverter with 15 pieces of 500watts solar panel,with 15kwk lithium battery for the sector command.
* Renovation of the sector store
* Complete changing of facial board and paintings of Ikotun command. ETC.
EQUIPMENT AND LOGISTICS:
Purchasing of a new operational bus in the name of Special Marshals in Lagos State, enhancing mobility for operations and activities.
* Renovation of badly damaged special marshals first bus.
* Facilitated supply of modern office equipment by the Special Marshals for the use at the New Special Marshals’ Office.
* Supplied of a Plasma TV for the Sector SDER’S Office
* Periodic supplying of Stationery Materials and maintenance of the Sector SDER’S Office
OPERATIONAL REFORMS AND DIGNITY RESTORATION:
* Reintroduced the Standard Operating Procedure (SOP) for smooth and accountable operations.
* Ensured transparent financial accountability by eliminating cash collection and instituting direct payment into the state account of Special Marshals by Special Marshals or by anyone.
* Implemented structured recruitment processes to ensure efficiency and discipline.
TRAINING AND DEVELOPMENT:
* Introduction of a command based joint patrols to enhance coordination and effectiveness.
* Creation of reporting platforms for easy reporting and coordination.
* Conducted periodic training sessions to enhance the knowledge and capacity of Special Marshals.
* Organized periodic health talks to promote fitness and well-being among Special Marshals.
* introduction of personnels for commands coordination.
PUBLICITY RECOGNITION:
* Publication of the Special Marshals Calendars
* Printed free newsletters in 2024, pioneering a communication medium for Special Marshals in Nigeria.
* Recognition and motivation of the Best Special Marshals,Best Unit Command, among others.
* Honouring of all the aged Special Marshals in Lagos State with awards in recognition of their contributions, a unique initiative in Nigeria.
WELFARE AND IDENTIFICATION:
* Ensured the supply of identity cards to Special Marshals, improving professionalism and operational security.
* Introduction of monthly Welfarism of CUC Members by Units
* Provision of welfare packages for our members
PROJECTS IMPLEMENTATION IN UNIT COMMANDS:
These are too numerous to mention, we created an enabling environment for commands projects execution. From buildings, equipments, financial supports, etc.
*Purchase of another special marshal bus for operational use
*Renovation and equipping of special marshals secretariat
*Renovation of the sector command toilets
*Provision for funds/supports for the corps program whenever the needs arising
*Organizing befitting sectorial workshops that are adjudge the best nationwide on two occasions
*Organizing trainings and town hall for both members and the public.
Renovation and tiling of sector PEO office,” Pastor Akintan added.
He further said: “As I prepare to pass the leadership baton, I do so with confidence. The future is bright, and I have every faith that the organization will continue to thrive under new leadership. To my successor, I offer these words of wisdom: never lose sight of our mission, empower your team, and always remain open to new possibilities.
“To everyone here, I urge you to continue supporting our cause. Your involvement – whether as a volunteer, donor, or advocate – is crucial to our ongoing success. Together, we can achieve even greater heights and make an even more significant impact.
Dr Olabisi in his acceptance Speech, appreciated the Lagos State Special Marshals for the love and trust they have in him by voted him to lead in the capacity of State Coordinator.
He also expressed his gratitude to the Zonal Commanding Officer for Zone RS2 Lagos and Ogun, Assistant Corps Marshal Ann Oluwakemi Oladayo-Odeleye; Zone RS2.1 Coordinator, Elder Solomon Adeniyi, CC Hamzat, his Predecessor, Pastor Akintan, all the Senior Staff of FRSC present during the electioneering process and outgone Members of the State Executives of Special Marshals.
His words: “I stand before you today with a heart overflowing with gratitude and humility to accept the responsibility and honour of serving as the State Coordinator of the Special Marshals in RS2.1, Lagos.
This moment is not just a personal milestone but a testament to God’s unfailing grace, divine orchestration, and undeniable presence in our affairs. I give God Almighty all the praise for making this possible. Indeed, without Him, we can do nothing, and with Him, all things are possible. Today, by the grace of God, we’re writing a new chapter of honour, a new chapter of greatness and a new chapter of innovative works.
“Permit me first to express my profound appreciation to the FRSC Corps Marshal, Shehu Mohammed, for his visionary leadership, continuous reforms, and dedication to the growth of the Corps and the Special Marshal scheme nationwide.
His drive for professionalism, innovation, and excellence has created a thriving platform for volunteers like us to contribute meaningfully to national development.
Also sincerely thank the National Coordinator of Special Marshals, Dr. John Ugbebor for his tireless efforts in coordinating and strengthening the Special Marshal structure across the federation. Your leadership has been instrumental in maintaining unity, discipline, and purpose within the rank and file of Special Marshals. Thank you for your encouragement and guidance.
“Permit me to also recognize and appreciate the Zonal Commanding Officer for Zone RS2 (Lagos and Ogun States),Assistant Corps Marshal Ann Oluwakemi Oladayo-Odeleye, — an exceptional leader and a strategic thinker whose firm but fair approach has continued to inspire excellence within the zone. Your support, guidance, and dedication to the safety mandate of the Corps have been pivotal in steering the affairs of both states. We salute your service.
“I wish to specially appreciate our beloved Zonal Coordinator, Zone RS2 (Lagos and Ogun), Elder Solomon Olatunji Adeniyi,a true father to all Special Marshals in the zone, for his unwavering support, fatherly counsel, and consistent commitment to the growth of the Special Marshal project. Your leadership continues to be a shining light and an example for us all.
“It would, however, be incomplete not to honour the memory of a great man whose legacy remains deeply etched in our hearts. I respectfully acknowledge the late SM Olusola Olojede, our former Zonal Coordinator for Zone RS2 (Lagos and Ogun), whose mentorship and exemplary service laid a strong foundation for many of us. May God continue to uphold his family and grant him eternal rest.
“To our Sector Commander, the Sector Commander RS2. 1, Lagos Sector Command, Corps Commander Hamzat Ganiyu Kehinde, thank you for your inspiring leadership and for providing a solid structure within which we operate. Your dedication to safety, order, and professionalism encourages us to do more as volunteers complementing the Corps’ vision.
“To my beloved brother, leader and predecessor, SM Olusegun Akintan, thank you for your support, your sincere heart, and for the intentionality with which you groomed a worthy successor team. Your strategic plans and structures laid a good foundation upon which we shall build.
Lagos State Special Marshals are grateful to you, and we will not let your legacy fade. Indeed, you have dropped a giant pair of shoes—shoes too difficult for any Special Marshal to wear. But through the grace of God, we shall succeed. We will strive not only to preserve what you built but to advance it to new heights, knowing we stand on the shoulders of your achievements.
“To the outgone State Executive, I salute your sacrifice. You chose unity above personal ambition. You put Lagos State Special Marshals first, and that singular act of selflessness speaks volumes of your love for this scheme. Thank you for your maturity, understanding, and commitment to a greater cause.
“To all our past Unit Coordinators, I say thank you. You stood by our team. Your wisdom, experience, and strong backing have brought us to this moment. We do not take it for granted. To the present Unit Coordinators, Deputy Unit Coordinators and Unit Secretaries, your votes spoke loudly.
You voted with courage, with vision, and with faith in what we represent. On behalf of my team, I say a heartfelt thank you. We are immensely grateful. To all Special Marshals across all units in Lagos State — every single one of you — thank you for your belief, your dedication, and your service to our nation. You are the heartbeat of this project, and I want to assure you that your welfare is paramount in my heart.
In the coming days, we shall unveil a robust agenda — one anchored on good leadership, inclusiveness, development, and open communication. We will run a government that listens, acts, and delivers.
“Let me also take a moment to honour our Founding Fathers — the visionary pioneers who birthed and nurtured the Special Marshal scheme in Lagos State . Foremost among them are Aare Bisi Lawal, Prince Adenekan, and many others whose names may be too numerous to mention. We thank you sincerely for standing with us on this journey. Your enduring legacy continues to inspire and challenge us. Your wisdom, prayers, and unwavering support remind us of our humble beginnings and fuel our resolve to go even further. By the grace of God, we will not only sustain your noble vision — we will elevate it. RS2.1 Lagos Special Marshals shall, by God’s grace, continue to lead as number one in Nigeria!
